"UK army tested 'stay awake' pills" - BBC

After reading the BBC Headline "UK army tested 'stay awake' pills", it begs the question, who was visiting the Army that day to ensure they needed these pills ?

I am assuming it was Tony Blair or David Cameron, they have both been to visit the army recently in Afghanistan of Iraq.

On a more serious level, are our troops being used as guinea pigs again ? I thought that after the first gulf war when cocktails of tablets were tested on British troops that the MOD would have learnt an important lesson.
I guess we wait for the private prosecutions in ten years to find out.
