Did Senator McCain actually win in Washington State ?

Reports from America suggest that a full vote count is going to be held in Washington State after the Republican Shairman in the state called the result with 12% of the votes still to be counted. he decided to call the result in favour of John McCain even though he was just 242 votes ahead.

It is a strange system they have in America that it is considered abnormal to count everyone's votes.
