Why would Norfolk Education Authority block schools from accessing the National Gallery website ?

The National Gallery has a really wonderful website that has many enhanced features so that it can be used in classrooms. Except, that is, if you are in a classroom in Norfolk.

Yes, like Iain Dale's blog, Norfolk County Council have blocked schools from accessing The National Gallery website. The question is, what is wrong with children looking at art and using a website designed to be of use to schools ?
